Bengaluru International Film Festival (BIFFes) will be held annually for 8 days in the month of February commencing from Thursday of the first week.

The 11th edition of BIFFes, is to be held during February 7-14, 2019.

The festival is being organized by the Karnataka Chalanachitra Academy for Government of Karnataka. The Festival will have different sections as mentioned below. Selection of films will be made by expert committees.

Competitive sections for Asian, Indian and Kannada Cinema will be held with handsome Cash prizes. An award for Lifetime achievement is also part of the Festival.

The festival will also host various forums for academic interactions on Filmmaking Film Appreciation like seminars, Workshops, Master classes etc., for the benefit of film professionals, discerning audiences and students on different aspects of cinema.

The Festival is targeted towards filmmakers, film fraternity, film critics & discerning cineastes from amongst the general public. The entrance is through registration as delegates. The cost of registration would be decided by the Organizing committee / Core committee prior to each edition of the event. BIFFes will select films for various sections other than competitions through its Artistic Director who in turn will take inputs from various sources from across the world like Festival Programmers, Advisors, Film Critics, Selection Committees comprising of filmmakers, experts on cinema and eminent persons from other fields. The films made by filmmakers of repute, award winning films in other major international film festivals are some of the other criteria for selection of films.

REGULATIONS for Films in Competition Section

These regulations are applicable to the films invited to participate in the competition sections of the 11th edition of Bengaluru International Film Festival.

BIFFes invites films for Competition sections of its 11th edition. The Competitions are held under Asian, Indian and Kannada Cinema Categories. Expert committees will shortlist about 12 films under each category for final competition. The Chairman, Karnataka Chalanachitra Academy and Artistic Director will have additional discretionary powers to augment the selection process. The Asian cinema will have a Jury coordinated by NETPAC (an International Network for promotion of Asian & Pacific Cinemas) and the Indian and Kannada cinemas will have both National and International Juries for final adjudication. The International jury for Indian Cinema is coordinated through FIPRESCI (an International Federation of Film Critics) and for Kannada Cinema it is coordinated through NETPAC.

There are also awards for successful films under popular entertainment category and the shortlisting of 8 films are assigned to the Karnataka Film Chamber of Commerce. The final adjudication of awards is entrusted to a National Jury coordinated through Karnataka Chalanachitra Academy.

One Asian cinema and one Kannada cinema are awarded NETPAC recognition and Prize. In the category of Indian Cinema, 2 prizes are awarded for the best two films and a special Critics jury award for one film. Kannada cinema competition will have 3 prizes.

A special prize to recognize the lifetime achievement of a film personality either from India or abroad.

Total prize money earmarked for the competition sections amounts to Rs. 30 lakhs. Cash prizes, mementos and certificates will be issued for the winners of the competition in each category.

Competition Entry Norms:
  1. ASIAN CINEMA COMPETITION - BIFFes forum for Asian Cinema

    Feature fiction Films Produced after January 1, 2018 in any of the Countries of the Asian continent of a minimum of 70 minutes duration are eligible to enter into the competition. They should however, not have won the NETPAC recognition/award in any other International Film Festival.

  2. CHITRABHARATHI – BIFFes forum for Indian Cinema

    Feature fiction Films produced after January 1, 2018 in any of the Indian Languages including English and dialects of a minimum of 70 minutes duration are eligible to enter into the competition. Date of issue of Certificate from the Central Board of Film Certification will be the date for the purpose of ascertaining the date of production.

  3. KANNADA CINEMA COMPETITION – BIFFes forum for Kannada Cinema

    Feature fiction Films produced after January 1, 2018 in Kannada and any of the dialects of the Karnataka state of a minimum of 70 minutes duration are eligible to enter into the competition. Date of issue of Certificate from the Central Board of Film Certification will be the date for the purpose of ascertaining the date of production.

  4. Films which have already been considered for any competition section or exhibition earlier at BIFFes will not be eligible for reconsideration in any of the sections again.
  5. The decision of the Chairman, KCA / Artistic Director of BIFFes in all matters connected with the selection and adjudication processes are final.
  6. Entry deadlines and selection of films

    Submission of film: Application and online screener link with English Subtitles must be submitted before December 15, 2018. Films should be submitted online at – with mail intimation to & with the following requirements.

  7. A notarized affidavit certifying the date of completion of the film and also agreeing to the rules and regulations of the festival.

    A non-refundable fee of Rs. 3000/- per entry for Indian and Kannada cinema competition sections is applicable. The fee should be transferred online either through the payment gateway Instamojo or through NEFT / IMPS in favour of "Bengaluru International Film Festival" payable at the State Bank of India, Bengaluru.

    Screeners will be retained by BIFFes for its archives.

    A list of films selected will be posted on the BIFFes website well in advance of the commencement of the festival. Only applicants of films selected will be informed in writing or by e-mail.

    The festival book with schedules, screening venues, seating capacities and details of the films invited will be available during the event.

  8. Rules governing the selection

    BIFFes will appoint the Selection Committee comprising of filmmakers, experts on cinema and eminent persons from other fields.

    No person with any involvement in the films submitted will be present on the Jury panels or Selection Committee.

    The Selection Committee / Chairman, KCA / Artistic Director could suggest to the filmmaker to apply to another section of the competition or for screening in another section, if found more suitable.

    There is no provision for screening of Kannada films not selected in the competition section in any other section of the Festival.

  9. General Rules for the films in the Festival
  10. Insurance & Shipping

    BIFFes will incur shipping cost of the prints (and other approved formats) of the selected films.

    All films will be imported using the BIFFes freight agent. The festival will not be responsible for films imported by any other means.

    Films will be sent back to the participants only to the address indicated in the entry form, or as instructed in writing, within three weeks of the festival closing date.

    BIFFes will pay storage and insurance costs for selected films throughout the period in which the cinematographic materials are in the custody of BIFFes. In case of print loss or damage, the liability of the festival authority will not exceed the value indicated in the official entry forms.

    In the event of damage to a print, any claims lodged by the lender of the copy must be communicated to the festival, at the very latest, within one month of return of the print to the lender. The festival shields itself against liability for the oldness of a print, by informing the lender by letter or e-mail about any deterioration of the print, after receiving the same.

    Reimbursement for any eventual damage will be sent to the lender of the print in the lending country upon presentation of the invoice.

    If the film prints selected for competition sections are in Encrypted DCP format, then the applicant should bear the costs of the KDM charges, for all the Festival screenings.

    If the insurance company is obliged to reimburse damages only to the festival authority, it shall immediately, upon receipt of this reimbursement, remit the sum to the lender of the copy.

  11. The final print of each selected film must reach the sole shipping agent accredited by the festival authority before 20th January 2019. If prints are not received by that date, the screening may be cancelled.

    The import, distribution and commercial exhibition of all films to be presented in any section of the festival will be exempted from Customs' duty.

  12. Copies for archives

    Winners of awards may deposit an English-subtitled DVD/Bluray copy of the award-winning film for use by BIFFes for non-commercial, academic purposes.

  13. Trailers and Promotions

    Trailers and excerpts (not exceeding three minutes) may be sent for purposes of publicity on TV and online media. If excerpts are not available, the filmmaker is requested to authorise BIFFes to produce such excerpts. BIFFes has the authority to give maximum publicity to films being screened at the festival using electronic, print and online media.

  14. No cuts or changes will be made in the films by the festival management for any reason. The Festival shall abide by International Regulations on screenings.

  15. Films will be presented within the official section of the festival only if they have been produced following professional cinematographic rules in the country of production and if their priority purpose is for normal and continued theatrical exhibition.

  16. The festival will not present any film to any person or organization (other than the selection committee and jury panels) before the official public screening or, eventually, before the general screening for journalists, unless specifically asked by the producer.

  17. Participation in the festival implies acceptance of all aforementioned regulations and selection conditions.

  18. The Chairman, KCA / Artistic Director of the festival has the authority to settle all cases not covered by the present rules. All materials may be sent to the following

Special Note:
  • Films have to be in one of the following formats, for screening at the festival : DCP or Bluray.
  • Films that have participated in other festival competitions are also eligible.
  • One representative of every film invited in the competition section is eligible for travel (economy) and hospitality at BIFFes.
  • Films selected in the festival cannot be withdrawn from the program after January 20 , 2019.
  • The above regulations take effect with the submission of a completed entry form signed by the producer, agent or domestic distributor of the film.
